The fan worked OK after I reversed the leads, the polarity was not correct.  I had to reverse the red & black wires in the plug/connector.

Again, a part that is usually difficult to find even on the web was found to be available AND at a very reasonable price from Tesstools. This avoids having to trash an otherwise perfectly good, and relatively expensive heater. Parts arrived quickly
